Libya and Namibia Discuss Expanding Oil and Gas Cooperation
Libya and Namibia are discussing closer cooperation in oil and gas, including links between their national oil companies, technical expertise and investment. Libya’s Oil and Gas Minister Khalifa Abdel Sadiq met Namibia’s Minister of Industries, Mines and Energy Modestus Amutse on the sidelines of the ONS 2026 Conference and Exhibition in Norway, according to The Libya Observer. The talks focused on establishing direct cooperation between Libya’s National Oil Corporation (NOC) and Namibia’s national oil company.
The two sides also discussed technical knowledge exchange, capacity building and training for national energy-sector workers.
Building African Energy Links
The discussions come as Namibia attracts increasing attention from international oil companies following major offshore discoveries. Recent activity in Namibia’s Orange Basin has drawn companies including Chevron, QatarEnergy and Equinor into exploration projects.
For Libya, closer ties with Namibia could provide another channel for technical cooperation and African energy partnerships. The talks also covered attracting investment, developing local content and increasing the economic value generated from natural resources. Abdel Sadiq said the initiative is part of Libya’s effort to strengthen partnerships with African countries and expand investment and cooperation in the energy sector.
The immediate focus remains cooperation rather than a specific investment or exploration agreement. For Libya, the key question will be whether these discussions develop into concrete projects, technical partnerships or investment opportunities between the two countries’ energy companies.
