Romania Prepares to Resume Sheep Exports to Libya

Romania is preparing to resume live sheep exports to Libya as the two countries work to complete the veterinary and technical requirements needed to reopen the trade.

A Libyan delegation is visiting Romania from October 5 to 10 to inspect farms, livestock collection centers, slaughterhouses and animal health facilities. The delegation is assessing Romania’s vaccination, disease-control, biosecurity and animal-traceability systems before exports resume.

The Libyan side has expressed its readiness to restart imports, while Romanian authorities expect further discussions on quantities and commercial contracts once the health requirements are completed.

A trade route with room to grow

The reopening could restore an important agricultural trade link between Libya and Romania. The two countries suspended live sheep trade from 2011 until 2023 before restarting commercial discussions and agreeing on new veterinary certificate arrangements.

Romania exported about $14.3 million worth of live sheep to Libya in 2024, according to international trade data. That made Libya one of the more significant overseas markets for Romanian sheep, with Romania supplying more than 60,000 animals that year.

For Libya, renewed access to Romanian livestock could give importers another established European supply source. For Romanian producers, Libya offers a sizable North African market with an existing trading relationship.

The immediate focus remains on completing the veterinary requirements rather than setting new trade volumes. If both sides complete the process, the next stage will be turning the renewed regulatory access into actual contracts and shipments.

The development also shows how veterinary standards can directly shape agricultural trade. For Libya and Romania, getting those rules aligned could reopen a commercial channel that was already worth millions of dollars before the latest suspension.
